Bundle pool cleaning could be inacurate in case of some application still using it on windows.

Description

In case of some child application is launched from eclipse and use bundle pool plugins, clean of bundle pool could be inaccurate.
To prevent such situations we need to update bundle pool cleaning code.

Failure look like following messages:
C:\agent\agent-ws1\.metadata\.plugins\org.eclipse.pde.core\.bundle_pool\plugins\org.aspectj.runtime_1.7.0.20120703164200 Error reading manifest for C:\agent\agent-ws1\.metadata\.plugins\org.eclipse.pde.core\.bundle_pool\plugins\org.aspectj.runtime_1.7.0.20120703164200

Possible actions to perform:
1. Check if some files are still persistent then bundle pool clean was performed, and try to change system bundle pool location to some with timestamp.
2. Try to wait for some time if clean was failed and retry.
