Ivan implemented a hotfix for an RCPTT to initialize Q7 projects with RCPTT nature, but it is not applied until core plugins are loaded (and they are loaded lazily).

There is at least partial support for Q7 properties file in org.eclipse.rcptt.internal.core.model.Q7Folder.createMetadata(boolean, IProgressMonitor).
Old file is renamed properly. TODO: test and find out if such support is enough.

UPDATE:
Migration was refactored to take place on startup, not lazily. Some indexing problems were fixed, but require further testing.
